- 了解和访问我们处理的个人信息,并获取副本;
- 更正不准确资料,或删除不再需要的资料;
- 限制或反对处理,包括随时反对直接营销;
- 以结构化、常用、机器可读格式获取可携带的数据;
- 撤回基于同意的处理;

1. Terms of Service
1. Operator, contract, and scope
“This site,” “we,” “us,” or “the service” means the website operator providing network connection optimization, encrypted proxy services, an account panel, subscription configurations, and related technical support under the ☁️百特白.net brand. A contract between you and us is formed when your registration is completed or when you purchase the service. If you use the service for an organization, you confirm that you have authority to act for it.
2. Age and eligibility
The service is available only to persons who are at least 18 years old and legally capable of entering into a contract. We do not knowingly offer the service to children or collect children’s information. Persons prohibited by applicable sanctions, export controls, or other laws may not use the service.
3. Nature of the service
The service provides network proxy and related technical functions. Speed, latency, available nodes, and connection quality may be affected by your location, internet provider, device, network congestion, third-party infrastructure, and the regulatory environment. We take reasonable measures to maintain the service, but we do not guarantee that any route will remain permanently available, work in every region, or operate without interruption.
4. Account security
- You must provide an email address that can receive messages and protect your password, subscription links, access tokens, and devices.
- Accounts are generally for the registered user only. Unless a plan expressly allows it, you may not resell, publicly share, rent, or distribute subscription information in bulk.
- If you discover account theft, a leaked subscription, or unusual use, promptly change your password and contact us through a support ticket or the published support channel.
5. Acceptable use
You must comply with the laws that apply where you are located, where a node is located, and where your activity has an effect. You may not use or assist others in using the service for:
- intrusion, scanning, brute-force attacks, DDoS, malware distribution, botnets, unauthorized access, or interference with networks or systems;
- fraud, phishing, spam, harassment, impersonation, or theft of accounts or payment information;
- distribution of child sexual abuse material, terrorist content, or other content prohibited by law;
- infringement of intellectual property, privacy, or other lawful third-party rights;
- circumvention of reasonable account, device, traffic, or concurrency limits, or automated consumption, stress testing, or abuse of infrastructure; or
- sanctioned transactions, evasion of export restrictions, or other clearly unlawful activity.
Where we have reasonable evidence of abuse, fraud, a security threat, or unlawful conduct, we may restrict, suspend, or terminate the relevant account and, to the extent required by law, preserve necessary evidence and respond to valid legal process.
6. Plans, payments, renewals, and refunds
- The price, currency, term, traffic allowance, and features shown at checkout form part of your order. Payments are processed by third-party payment providers.
- We generally retain only the payment-method category, order number, amount, status, and time. Full card details, bank-account credentials, and payment passwords are processed by the payment provider and are not stored by us.
- Plans do not renew automatically unless the purchase page expressly says so. Where auto-renewal is enabled, we will provide cancellation options and notices required by applicable law.
- Refunds are handled under the refund policy shown on the purchase page. This does not limit any mandatory cooling-off period, remedy for defective service, or other consumer right provided by applicable law.
- Malicious chargebacks, use of stolen payment methods, or submission of false payment information without first contacting us may result in account suspension and referral to the payment provider for investigation.
7. Changes, suspension, and termination
We may change nodes, clients, protocols, prices, or features because of maintenance, security events, supplier changes, legal requirements, or product upgrades. Where a change materially affects users, we will provide reasonable advance notice through a website announcement, account notice, or email. Urgent security or compliance measures may take effect immediately. You may stop using the service and request cancellation of unperformed service where the applicable rules allow it.
8. Disclaimers and limitation of liability
To the maximum extent permitted by applicable law, the service is provided “as is” and “as available.” We are not liable for indirect loss, lost profits, or data loss caused by the public internet, user devices, third-party platforms, force majeure, or a user’s violation of these Terms. No limitation excludes fraud, intentional misconduct, personal injury, mandatory consumer rights, or liability that applicable law does not permit us to exclude or limit.
9. Governing law and disputes
These Terms are generally governed by the law of the operator’s place of registration, without depriving consumers in the European Economic Area, the United Kingdom, U.S. states, or other regions of mandatory protections available under their local law. Please first contact us through a support ticket or the published support channel. If the matter cannot be resolved, either party may refer it to a court, consumer-dispute body, or data-protection authority with jurisdiction.
2. Privacy Policy
1. Data controller and contact
The website operator is the controller of the personal information described in this Policy. Submit privacy requests through the support-ticket system after logging in and include “Privacy Request” in the title. If you cannot log in, use the public support channel shown on the website. To protect accounts, we may verify identity before responding to an access, deletion, or export request.
2. Information we process
| Category | Examples | Main purposes |
|---|---|---|
| Account data | Email address, nickname, user ID, hashed password, account status, plan, and expiration date | Registration, login, authentication, service delivery, and customer support |
| Transaction data | Payment-method category, order number, amount, currency, payment status, and time | Billing, account credit, refunds, reconciliation, anti-fraud, and legal obligations |
| Service-usage data | Quota, aggregated upload/download byte counts, plan consumption, and node-authentication result | Traffic accounting, plan enforcement, and display of usage |
| Security and access data | Registration/login IP address, login time, device or session identifier, subscription-access record, errors, and anti-abuse events | Account security, rate limiting, fraud and abuse prevention, and troubleshooting |
| Communications | Support tickets, support conversations, complaints, and email preferences | Technical support, dispute handling, and fulfillment of user requests |
| Cookies and similar technologies | Login session, language/interface preference, invitation parameters, and cookie choice | Keeping you signed in, remembering settings, maintaining security, and providing optional features after consent |
3. What “no browsing logs on nodes” means
“No browsing logs on nodes” does not mean that the website as a whole processes no data. The account panel, WAF/CDN, payment, email, and support systems may process account, login, security, order, and aggregated usage data as described in this Policy. We do not use node traffic statistics to build browsing profiles or deliver cross-context behavioral advertising.
4. Purposes and legal bases
- Performance of a contract: creating accounts, authenticating users, providing proxy connections, accounting for traffic, processing orders, and handling support requests.
- Legitimate interests: protecting accounts and infrastructure, preventing fraud and abuse, diagnosing faults, and maintaining service stability, balanced against user rights.
- Legal obligations: tax, accounting, consumer-protection, sanctions compliance, dispute handling, and valid legal process.
- Consent: promotional emails, non-essential cookies, optional analytics, or third-party online support. Consent may be withdrawn at any time without affecting processing that was lawful before withdrawal.
5. Recipients
We provide information only as necessary to service providers subject to contractual and confidentiality obligations, including hosting and network infrastructure, CDN/WAF, payment providers, email delivery providers, support-ticket/customer-support services, and analytics enabled with user consent. Payment providers process payment credentials under their own privacy policies. We do not disclose personal information to unrelated third parties except for a corporate reorganization, a legal requirement, or protection of lawful rights.
6. No sale or sharing of personal information
We do not sell personal information or “share” it for cross-context behavioral advertising. If this practice changes, we will update this Policy before implementation and provide any opt-out mechanism required by applicable law, including recognition of an applicable Global Privacy Control signal.
7. International transfers
Service providers and nodes may be located outside your country or region. Where an international transfer is governed by the GDPR, UK GDPR, or similar law, we will use an adequacy decision, standard contractual clauses, or another lawful safeguard appropriate to the circumstances, and will explain the applicable safeguard upon request.
8. Retention
- Account data is normally retained while the account is active. After closure, only the portion needed for billing, fraud prevention, disputes, and legal obligations is retained for the applicable period.
- Transaction data is retained for periods required by applicable tax, accounting, payment-dispute, and anti-money-laundering rules.
- Security, login, subscription-access, and technical records are kept for periods that are as short as reasonably possible for risk management and troubleshooting, and are periodically deleted or aggregated.
- Nodes do not create the browsing-history, DNS-content, or communication-content logs described above, so there is no long-term retention of those node logs.
9. Security and incidents
We use reasonable measures such as password hashing, encryption in transit, access controls, least privilege, rate limiting, backups, and security monitoring. No network system can guarantee absolute security. If a data breach requires notification under applicable law, we will notify the competent authority and affected users within the applicable time limit.
10. Automated measures
The system may automatically detect unusual logins, excessive registrations, subscription abuse, or attacks and temporarily rate-limit or suspend access. Except where necessary to prevent an immediate security risk, we do not make decisions producing legal or similarly significant effects solely through automated processing. You may request human review through a support ticket.
11. Children
We do not knowingly collect information from anyone under 18. A parent or guardian who believes that a minor has submitted information may contact us so that we can verify and delete it.
3. Cookie and Similar Technologies Policy
This site uses cookies, local storage, and similar technologies. On the first visit, the notice in the lower-right corner explains essential cookies and offers the following choices:
- Essential cookies: used for login sessions, security, load balancing, language/interface settings, invitation information, and recording the cookie choice. These technologies are necessary to provide a service expressly requested by the user. If you do not accept essential cookies, or your browser completely blocks them, we cannot properly provide account and proxy services; choose “Decline and exit.”
- Optional cookies: used for third-party customer support, anonymous or aggregated analytics, and experience improvements. They are enabled only after “Accept all” is selected. Refusing them does not affect registration, purchases, or the core proxy service.
After “Essential only” or “Accept all” is selected, the preference is retained for up to 180 days. “Decline and exit” does not save consent and exits the site. You may reopen Cookie Settings from this page or delete cookies in your browser. Withdrawal of consent for optional cookies does not affect processing that was lawful before withdrawal.
4. Email and Notification Rules
- Essential account/transactional messages: email verification, password resets, login security, payment receipts, order status, service interruptions, security incidents, and material changes to terms. These messages perform the contract or protect the account and are not a general marketing subscription.
- Optional marketing messages: discounts, campaigns, new products, and general marketing information. New accounts are opted out by default. Users may opt in through account settings and may opt out at any time through account settings, the instructions in an email, or support.
- Opting out of marketing does not stop essential account, security, order, or service-change notifications. We do not use purchased or rented mailing lists or lists without evidence of a lawful source.
- Marketing messages must accurately identify the sender and subject, provide a clear and effective opt-out method, and stop as soon as reasonably possible after an opt-out request, and no later than the period required by applicable law.
5. Your Privacy Rights
Depending on your location and applicable law, you may have some or all of the following rights:
- to know about and access personal information we process and receive a copy;
- to correct inaccurate data or delete data that is no longer needed;
- to restrict or object to processing, including objecting to direct marketing at any time;
- to receive portable data in a structured, commonly used, machine-readable format;
- to withdraw consent-based processing;
- where applicable, including in California, to know, delete, correct, opt out of sale/sharing, limit certain uses of sensitive personal information, and exercise rights without discrimination; and
- to complain to a data-protection authority. Users in the European Economic Area may complain to the authority where they habitually reside, work, or where the alleged infringement occurred.
Submit a request through a support ticket or the website’s public support channel. We normally respond within the period required by applicable law. GDPR requests are generally answered within one month, subject to a lawful extension for complex requests. We do not reduce service quality or discriminate because a user lawfully exercises a privacy right.
Policy updates and contact
We may update this document because of changes to products, suppliers, or law. Material changes will be communicated through a website announcement, account notice, or email, and the date at the top will be updated. Questions about these Terms, privacy, cookies, or email preferences may be submitted through the support-ticket system after login or through the website’s public support channel.
This document is an international baseline. Mandatory consumer and privacy rights under applicable law always take precedence.
